The Project | PSCAP is a sector wide multi-donor capacity building programme, coordinated by the World Bank, and implemented in partnership with the government of Ethiopia. During 2007 Crispian Olver led a team of specialists in undertaking the mid-term review of the capacity building programme, sponsored by the World Bank. A complex review process was undertaken, examining the impact of seven core programmes and three cross-cutting elements (gender, HIV/AIDS and environment) across three levels of government and in 11 regions or cities. The mid-term review was presented to the Minister for Capacity Building, and used to improve the functioning of the programme. In the last quarter of 2008 Crispian Olver undertook a strategic review of the programme and presented options for the design of the second phase of the programme. This design process is now underway.
